Kapchorwa, Uganda – Hon. Hajat Fatuma Namukwaya the Deputy Director Anti Corruption ISO representing the Minister of State for Economic Monitoring, Hon. Beatrice Akello, spent a busy day in Kapchorwa alongside Kapchorwa Woman Member of Parliament Hon. Phyllis Chemutai and the district’s top leadership, assessing different projects including those stalled and poorly implemented government projects.
The day began with a briefing session at the district headquarters, after which the team embarked on site visits to evaluate various initiatives.
During the Stakeholder consultation one of the key issues was of the land that had been earmarked for the Kaserem Market in Tingey Constituency where the Public contributed to during a fund raising but the specific details of the purchase agreement remained unclear. Consensus was that the State House Anti Corruption follows.
The first stop was the Kapchorwa District Administration Block, which has remained at foundation level since construction began in 2014. The Deputy Director Anti Corruption ISO expressed concern over the prolonged delay, pledging to address the challenges hindering progress.
In Kapchorwa Municipality, the team inspected roads in East Division before heading to Siron Primary School, where they found a four-stance latrine constructed in the 2018/19 financial year in a deplorable condition. The latrine, which had been cordoned off due to safety concerns, sparked dissatisfaction among the Deputy Director Anti Corruption ISO and officials, who vowed to investigate the matter further.
At Kapchorwa General Hospital, the Deputy Director Anti Corruption ISO was briefed on disputes surrounding hospital land, parts of which are reportedly occupied by squatters. Temporary structures erected on the land were also noted. The hospital leadership informed the minister that the issue was under litigation, prompting her to emphasize the need for a swift resolution to protect public assets.
The monitoring concluded at Kaplelko Health Facility, where evidence of shoddy construction work was visible. Mrs Hajat Fatuma Namukwaya promised to ensure that the necessary corrections are made to make the facility fully functional for the benefit of the community.
The Resident District Commissioner (RDC) and other officials accompanying the Deputy Director Anti Corruption ISO expressed their dissatisfaction with the state of the projects, calling for accountability from contractors and responsible parties.
Mrs Hajat Fatuma Namukwaya reiterated the government’s commitment to ensuring transparency and efficiency in public projects. “We will follow up on these issues to ensure taxpayers’ money is put to proper use,” she assured the residents.
