Local and opinion leaders in the Sebei- sub region have called for effective leadership with accountability and transparency at all levels to ensure the success of the Local Economic Development policy (LED) on broadening local resource mobilization and the critical role they play as stakeholders in its implementation.
This was revealed during a district dialogue on the LED policy and philanthropy as the driver for economic development in Kapchorwa.
During the engagement organized by Kapchorwa Civil Society Organization’s Alliance (KACSOA) in partnership with the Uganda National NGO forum and Ministry of Local Government, participants highlighted several strategies and action points aimed at revitalizing development in Sebei- sub region.
Hon Everlyne Kubarika Chebet, district chairperson Kapchorwa raised a concern regarding the superior performance of children in private schools compared to government schools.
She blamed this on teacher quality and sealing, (i.e. teacher vs student ratio) and resource allocation. Hon. Kubarika further expressed concern over the automatic promotion in government schools suggesting that this hinders academic progress.
On the LED policy, she stressed that active involvement from both political leaders and government is necessary for the successful implementation of the policy adding that “despite government’s efforts to boost economic growth through various initiatives, the local population’s mindset and understanding of how to execute these programs pose significant challenges calling for mindset change” she said.
According to Delmark Mangusho, Town Clerk, Kapchorwa Municipality “Local economic development is a responsibility of every individual in our society and the LED policy provides a framework for shared responsibility” which calls for planning, effective leadership and willingness to listen to other people’s ideas inorder to realize the full implementation of the LED policy.
On behalf of the Uganda National NGO forum, Robert Ninyesiga called for increased awareness and advocacy for the LED policy and strengthening structures that foster coordination and engagement. This according to him will help in generating local revenue resulting into economic growth.
Martin Sakajja, deputy RDC Kapchorwa appreciated KACSOA and partners for the initiative towards increasing the local economic base in the district. He pointed out the Government of Uganda’s commitment to the National development plan that is envisioned in the vision 2040.
He added that “government is committed to ensuring that what works within this mandate, to ensure that the social contract with the people is fulfilled” and so is the philanthropy for development program which seeks to build a social movement that believes in and harnesses the potential of community philanthropy for local development.
